The evaluation criteria addressed the three most important issues of the MODEL common framework methodology:

- 2nd prize for the city of Brasov in Romania
- 3rd prize for the city of Velenje in Slovenia

Furthermore, the jury also decided to award a special mention to the municipality of Cankova in Slovenia in recognition of the overall quality of its commitments and achievements to tackle energy issues from the point of view of a rather small rural authority.

The Deputy Mayor of Gabrovo in Bulgaria, Mr Dobrin Savchev, who was the President of the Jury 2009 has handed over the prizes during the Award Ceremony which was part of the European Sustainable Energy Week in Brussels on 24th March 2010.
